The European Commission (EC) has announced a call for proposals to strengthen local Civil Society Organisations’ (CSOs) engagement as actors of good governance and development in Sierra Leone.

Objectives
The specific objectives of this call for proposals are:

  • Strengthened capacities of local CSOs to engage in policy dialogue at national level and in dialogue, implementation and monitoring of EU and national development plans and programmes;
  • Improved capacity and ability of local civil society partners to uphold and promote an enabling environment in Sierra Leone;
  • Strengthened capacity of local CSOs to engage in gender equality and youth inclusion and strengthened capacity of local women’s and youth partner CSOs.

Priorities
The priority(ies) of this call for proposals are:

  • Lot 1: Support of actions in the area of Youth, Women, Vulnerable/Marginalised people in line with above objectives
  • Lot 2: Support of actions in the area of Education in line with above objectives

Funding Information
The overall indicative amount made available under this call for proposals is EUR 5.053.500.
Indicative allocation of funds by lot:

  • Lot 1: Youth, Women, Vulnerable/Marginalised people € 3.553.500
  • Lot 2: Education € 1.500.000

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

  • Lot 1: Youth, Women, Vulnerable/Marginalised people:
  • minimum amount: EUR 500.000
  • maximum amount: EUR 800,000
  • Lot 2: Education:
  • minimum amount: EUR 500.000
  • maximum amount: EUR 1.500.000

Eligibility Criteria
Lead applicant(s): In order to be eligible for a grant, the lead applicant must:

  • be a legal persons and
  • be non-profit-making and
  • be a Civil Society Organisation and/or their associations, and
  • be established in a Member State of the European Union or in Sierra Leone
  • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and

Eligible lead applicants established in a country other than that of Sierra Leone must act together with at least one co-applicant that is a Sierra Leonean organisation and
The lead applicant must act with at least one co-applicant.

  • Co-applicant must have worked for at least five (5) years in the District(s) targeted by the proposal over the last 10 years, in the areas covered by the Action,
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must sign the mandate form.
