The course will provide an overview of one of the key trends in democratic development - digital democracy – and its counterpart in modern governance - digital government.
The programme is designed to familiarize the building blocks of successful digital governance. The course focuses on main key trends in democratic development.
You will learn basic knowledge of digital democracy and key electronic elements. You will become aware of how both e-democracy and e-government can be applied in modern governance situations.

Online session during 1st week 1 – 5 August
On-site week in Tartu during 2nd week 8 - 12 August

Course aim
The objective will be to expose the latest trends that will be important for democracy and governance over the coming decades. The programme is explicitly focused on e-government solutions and applications such as cloud-based services, predictive services, blockchain, e-voting but nevertheless covering also the normative challenges that these present.

Students completing the course will:

  • understand the essential normative and empirical dimensions of electronic democracy,
  • have an overview of key electronic means for political participation and inclusion,
  • be familiar with the essential structures and platforms of e-government,
  • be aware of how both e-democracy and e-government can be applied in modern governance situations.

Examination format: Group exercise (pass/fail);
In addition, we offer a voluntary personal assignment to get additional 2 ECTS to fill the requirements for 6 ECTS course on e-governance led by Robert Krimmer (SHRG.02.024)

Fee info
EUR 600: The students will engage in seminars, group-works and individual assignments under the guidance of our best professors.
