POSITION DESCRIPTION & GENERAL RESPONSIBILITIES: The Children of Armenia Fund (COAF) is seeking a highly experienced Project Manager for its exciting and novel SMART Initiative, which aims to advance rural communities through cutting-edge technology, idea collaboration and quality teaching within critical educational competencies. With the aim of impacting 100 villages over the next decade, COAF has embarked upon an expansion strategy, and to extend its reach, state-of-the-art SMART Campuses will be built by COAF across Armenia. Each SMART Campus will serve as a regional hub, anchored by a SMART Center, SMART Rooms and supporting facilities.

The SMART Initiative Manager will be responsible for the development of the SMART concept portfolio in rural communities of Armenia and direct management of its implementation. The incumbent will supervise the project team and will be responsible for maintaining collaborative working relationships with multiple stakeholders, including local and national authorities, NGOs, private donors and international corporations. This individual will supervise all activities related to the operations of state-of-the-art technology driven rooms (SMART Rooms) and centers (SMART Centers) in rural communities, as well as monitor the construction works, build partnerships and networks, coordinate the respective curriculum and syllabus development, and oversee research activities. 

REQUIRED SKILLS AND QUALIFICATIONS:

  • Master’s Degree in Public Administration, Public Policy, International Development, Business Administration or other relevant field. Western education is a major plus.
  • 10-12 years of experience in project management,preferably in international organizations. International work experience is a substantial advantage.
  • Strong project management, decision-making, financial planning and management, analytical skills, and ability to work independently.
  • Understanding of current developmental needs and reform processes in rural communities.
  • Good judgement, excellent communication and interpersonal, as well as presentation and marketing skills.
  • Highest proficiency in Armenian, English and Russian languages (both verbal and written).
  • Ability to think “Outside the Box” with a high level of flexibility and innovation.
  • Highest proficiency in Information and Communication Technologies is a plus.
