EGPA Permanent Study Group XIV on EU Administration and Multilevel Governance
The Permanent Study Group XIV on EU Administration and Multilevel Governance invites papers for the next EGPA Annual Conference in Lisbon, on September 6-9,2022. Over the years, the EU has moved from a largely elite-led diplomatic project to a system of multilevel governance, in which member states share policy-making with supranational institutions and has become contested among political elites and the public alike. Since the early 2000s, we have witnessed increasing public contention over European matters in election campaigns and party and media discourse. The shift in the power balance between national governments and supranational institutions started to influence the attitudes and behaviour of political parties and ordinary citizens.

The deep economic and political interdependence in Europe becomes vividly clear in times of crisis (e.g. COVID-19, migration, the Eurozone crisis). Even to the least politically aware, rifts can be seen from North to South about questions of redistribution of resources and power, and from East to West about the core values underlying the European project. In the Conference on the Future of Europe these questions take centre stage. The integration of previously closed national administrative systems into a larger multilevel system raises a host of theoretical, empirical, practical and normative questions.

In this call for papers, we welcome papers of high quality that seek to understand the evolving structures, actors, processes and legitimacy of EU multilevel decision-making and administration. In addition, we invite papers on key policy challenges of the EU at present day (How is the Covid-Recovery fund being implemented? How does the EU cope with challenges to the rule of law? And, continuing on the long-standing focus of EU administrate research on environmental policy, what changes with the Green Deal?). We aim to devote part of the conference to papers on these current affairs. The call remains open to more general issues on multilevel administration.

Whilst the focus of the study group is on the multilevel administration of the EU, it does, however, for comparative purposes invite innovative research on other types of multilevel systems, including federal policies or regional and global organisations. The PSG is committed to advance both theoretical conceptualisations of multilevel administrations and thorough empirical analyses in order to advance the area of research and the understanding about complex administrative processes and organisation.

Comparative perspectives on change over time or between different systems and/or approaches are particularly welcomed.

Best paper prize
The Permanent Study Group on EU Administration and Multi-Level Governance will award a Best Paper Prize for the best paper delivered during the sessions of the group.
