Transformation of Public Administration: A Step towards Digital-Era Governance, 3-17 April, 2017, AUA, Yerevan, Armenia

This course will focus on the transformation of public administration mechanisms aimed at the enhancement of the government machinery with effective citizen-oriented service delivery,  provision of public sector flexibility and responsiveness to changing government objectives, and to changing expectations of citizens, improvement of government accountability for delivered results. In the meanwhile, the new shifts in the development of digital-era governance will be observed with the traditional approaches to service delivery through innovative solutions and capabilities using network-centric operations and particularly web-based applications aimed at the provision of more convenient access to government information and services for citizens and the private sector, thus providing greater opportunities to participation in democratic processes. 

In this course you will:

  1. Gain a cohesive understanding of the classic theories of public administration, the convergence of politics, management and law;
  2. Understand the effect of the digitized environment on public policy-making;
  3. Apprehend the essence of G2C (Government-to-Citizen), C2G (Citizen-to-Government), G2B (Government-to-Business), B2G (Business-to-Government), G2G (Government-to-Government) affairs through the use of interconnected networks and web-based solutions;
  4. Attain knowledge of best international practice in the context of Digital-Era Governance;
  5. Gain knowledge on the digitization process of public service delivery in the Republic of Armenia and the limits to growth;
  6. Realize the importance of “big data” and the use of data mining techniques in the context of effective governance and decision making.

About the Instructor: Karen Galoyan is presently the Head of the National Security Policy Group of the Center for Information-Communication Technologies and National Security Policy of the National Defense Research University, MoD, RA. His responsibilities include participation to the elaboration process of strategic policy papers for defense affiliated high-ranking officials and the political elite of the RA. He was also actively involved in the development of the RA National Cyber Security Strategy, which was reviewed at the U.S. National Defense University during his fellowship in 2015. For the past 5 years he has also instructed courses on Political Globalization and Theory of Bureaucracy (currently Geopolitics) at the Public Administration Academy of the RA. He holds a PhD in Political science.

Enrollment: To enroll in AUA Extension courses, please go through the following steps (see below for the Armenian version):

  • Visit im.aua.am.
  • Create an account by clicking New User Registration.
  • If you are not a new user and already have an AUA account (having previously taken the AUA e-Math Test or applied to AUA), you should log into the account that you had created at that time.
  • If you just registered as a new user, you will get an email asking to activate your account.
  • Now, for registering to take a course, choose the Extension tab, then Extension Applications, and apply for the course(s) you choose.
  • After you register online, your application will be reviewed and you will receive an email acknowledging your application.
  • Closer to the course start date, you will receive another email confirming your enrollment, requesting that you make payment before the course start date. The fee can be paid online via credit card or through the EasyPay terminal (located at the entrance to AUA). Alternatively, you may pay the fee via bank transfer to American University of Armenia Fund, account 001-006402-001, HSBC Bank Armenia, indicating your full name (as in the registration) and the course you are paying for.
  • The completed application together with the record of payment completes your enrollment.
