Being in the Right Place: The Interaction Between IHL and Human Rights From a Geographical Perspective

The geographical scope of application of the international humanitarian law and its interaction with the international human rights law is in the focus of academic debate. It is also addressed on a practical level by international courts, including the European Court of Human Rights (ECHR). In his open lecture, Mr. Koutroulis will discuss the scope of application of IHL and IHRL, and among others, will focus on the Chiragov et al. v. Armenia judgment by the ECHR.

Vaios Koutroulis has taught public international law, law of international responsibility, international humanitarian law and international criminal law at the Université Libre de Bruxelles (ULB) and the Royal Military School of Belgium.

He is also an expert – member of the ‘Legislation’ Working Group of the Belgian Inter-ministerial Commission of Humanitarian Law and member of the Scientific Committee of the Centre of Studies for Military Law and the Law of War. Prior to this, Mr. Koutroulis was an adviser to the Counsel and Advocate of Belgium for the case concerning Questions relating to the Obligation to Prosecute or Extradite (Belgium v. Senegal) at the International Court of Justice.

Vaios Koutroulis studied law at the University of Athens and the ULB, and in 2011, received his PhD for a thesis on the relations between jus contra bellum and jus in bello. He authored articles on several topics of international humanitarian law, including a monograph on the beginning and the end of application of occupation law (Pedone, 2010).
