The HSE St. Petersburg Masters Programme in "Comparative Politics of Eurasia" responds to the growing strategic importance of the wider Eurasian region, including the former Soviet Union and the countries of East Asia, as well as the associated need for both national and international expertise in the comparative politics of this vital region.

The programme provides for a discipline based professional training in Comparative Politics complemented with an advanced, specialist understanding of the unique and challenging political and social environment of the Eurasian region. 

The programme curriculum is developed around a core conceptual training in comparative political science and a comprehensive empirical training in contemporary methods of social science research. Alongside this core, the programme offers an exciting range of elective courses in two broad groups. The first group, augmenting the core training in comparative political science covers: politics and society in contemporary Russia; the social and political transformations of Central Asia, China and Vietnam; and the political economy of post-communist development. A second, more multi-disciplinary grouping of courses includes those that cover: the international relations of Russia, Central Asia, China and Vietnam; Russia’s energy policies and dilemmas; and Russia’s geo-political standing in the context of the wider Arctic region.

The Programme’s location in St. Petersburg with its extraordinary cultural and historical heritage will provide students with unique opportunities for cultural enrichment, historical understanding and the learning of Russian language. Within the structure of the programme, students can take classes in Russian Language and in the History of Russian Art and Culture.
The rigorous conceptual and methodological design of the programme means that it is accessible to good students from all academic backgrounds and with different professional experiences. Through the programme, students will attain the subject and disciplinary knowledge, the methodological expertise and the professional sophistication to successfully pursue careers in the public or private sector; including in academia, think tanks, risk and business consultancies, political consultancy, the government and international organisations, NGOs, the media and journalism, and diplomacy.

 

Programme-Specific Admission Requirements

International applicants to this Master’s degree programme should meet the General Graduate Admission Requirements and the following programme-specific requirements:

This programme requires a high proficiency in English language and that shall be demonstrated through either of the following means:

  • Valid international English test certificate: IELTS/TOEFL iBT or PBT/CAE/CPE/BEC Vantage/BEC Higher. Minimal required score for 2017 intake will be published in January 2017. Minimal required score for 2016 intake was: IELTS 6.0 / TOEFL iBT 75 / other exams – certificate  
  •  Native English speakers are exempt from this requirement.
  • International applicants whose previous degree was received completely in English language (should be confirmed in the diploma or transcript) are exempt from this requirement.

Programme requirements:

  1. A university degree.
  2. CV.
  3. Letter of intent.
  4. On-line interview (in English, via Skype).
  5. In case an applicant holds a university degree from a non-English language programme, she/he has to confirm his/her English language skills. 

What kind of confirmation applicants could provide?

  • Certificate of an international English Language test (IELTS, TOEFL, etc.)

There are three application rounds. We encourage you to apply as soon as you feel that your application is ready. Please note that only applications received in the first and second rounds (by May 1, 2017) will be considered for scholarship funding. 

   1. Create a Profile

On HSE’s online application form, click “Get login and password”. You will be asked to enter your personal details (full name, date of birth, gender, email address, and mobile phone number) and what type of programme you are applying to.

 Your login and password will then be sent to the email address that you have provided.

 2.Log In

Once you have received the email containing your login and password, you can return to the online application form and log in.

3.Complete Application Form

After logging in, you will immediately see the application form. Please fill out the form. There are several attachments that you should be ready to upload: 

    a)     Scan of the first page of your passport
b)     Abstract of your undergraduate thesis
c)      Scan of your diplomas and academic transcripts (if you have not yet received your Bachelor’s diploma, please include an official copy of your most recent academic transcript)
d)     Letter of motivation (describing your reasons for applying in the context of your long-term career goals and background, 500 words)
e)     Resume/CV (including information about your education, professional, and research experience, as well as language proficiency and other skills)
f)      Exam results confirming language proficiency (optional)

Please upload all attachments as PDF files and include your last name in the filename (for example, Smith_Diploma.pdf)

 Under “Field of study”, please select the two programmes that you wish to apply to. Your first choice and second choice programmes must be different. To select a programme, click on the box so that it turns green and the list collapses. Several programmes offer full tuition scholarships. If the “Tuition-free (quota) education” box is already checked, it means that if you apply to this programme you will automatically be considered for a full-tuition scholarship. If you would consider studying at HSE without the support of a full-tuition scholarship, please check the “Tuition-based” box.  If the “Tuition-free (quota) education” box is not checked, this means that full-tuition scholarships are not available for this programme.

 When you have fully completed the application form, click “Submit application” at the bottom of the form. Please note that this action is final and cannot be reversed, so make sure that you have correctly entered all of your information. After you have submitted your application, you will see the following message: “Congratulations! Your application has been successfully submitted and is currently pending review.”

4.  English Language test

Applicants are to pass the English Language test as a part of admission procedure.  Exempt from this requirement are those who

    -Would hold degrees from university programmes taught in English or    

     -Would provide certificates of major international language proficiency tests (TOEFL, ILTC, etc.).

Scholarships

Tuition-free scholarships are awarded to highly qualified applicants to this programme. All applicants will automatically be considered for tuition-free scholarships.
