ARENA Centre for European Studies at the University of Oslo (UiO) invites applications to fill a vacancy for a PhD fellowship (SKO 1017) as part of the research project “Expertization of public inquiry commissions? Democracy and good governance in a Europeanized administrative order” (EUREX).

Applicants should have a relevant social science background.

The position is announced for a period of 3 years with no teaching obligations (pliktarbeid). The proposed starting date for the fellowship is 1 October 2016.

ARENA is a multidisciplinary research centre under the Faculty of Social Sciences at the University of Oslo. The centre promotes theoretically oriented, empirically informed studies seeking to analyse the dynamics of the evolving European systems of governance. It is highly renowned for its research on the transformation of Europe, and coordinates and participates in numerous international research projects and networks, mainly funded by European and Norwegian research programmes. Description

The position forms part of the research project “Expertization of public inquiry commissions? Democracy and good governance in a Europeanized administrative order” (EUREX), financed by the Norwegian Research Council. EUREX’s primary objectives are to understand how the Norwegian system of public inquiry commissions (NOU commissions) has changed in response to processes of expertization and Europeanization, and to assess the consequences of these changes for democracy and good governance. The project will investigate changes in the Norwegian commission system from comparative and European perspectives, across policy areas and from a normative point of view.

The PhD fellow will be part of a research group led by Research Professor Cathrine Holst at ARENA Centre for European Studies and Assistant Professor Johan Christensen at Leiden University, Institute of Public Administration. The fellow will collaborate closely with the project directors and the other participants in the project.

The candidate’s particular task will be to build and analyse a database of Norwegian public inquiry commissions, with particular focus on the role of experts and expertise within these commissions. This will be done under the supervision of the project directors. The candidate will develop a PhD project that is based on the analysis of these data and that fits within the overall framework of the project. The specific orientation and design of the analysis will be determined by the candidate in cooperation with the project directors.

The position requires that the person who is hired participates in the Faculty of Social Sciences' organised research education programme (PhD programme) and that the work results in a doctorate in Sociology. The successful applicant will automatically be admitted to the PhD programme. If the person who is hired has a disciplinary background in a field other than Sociology, additional courses in Sociology might be required.

Desired qualifications and personal skills

Applicants must hold a master’s degree in sociology or equivalent social science degree that is relevant for the project. The master’s thesis must have been submitted before the application deadline. A prerequisite for taking up the position is the successful completion of a master’s degree.

Applicants must have advanced quantitative analysis skills and experience with carrying out such analyses. Knowledge of and interest in the EU and European studies will be considered an advantage.

In order to carry out the analysis, applicants should be able to read and understand documents written in Norwegian.

In their application letter, applicants should describe their qualifications, research experience and research interests, including main theoretical approaches, empirical focus and methodological approach. Applicants are also encouraged to submit up to two examples of their written work, e.g. master’s thesis or published articles.

In assessing the candidates, particular emphasis will be placed on academic qualifications, quality of previous work, methodological skills and suitability for the project. Potential candidates will be invited for an interview.
