Background

This project will help address the critical issue of forest and wild fire risks exaggerated under the climate change, by supporting national partners building necessary technical capacity and establishing sustainable practices of monitoring, prevention and coordination of roles and responsibilities during suppression of forest fires. The project thus will contribute to the application of sustainable forest management practices enhancing carbon sink, as well as conservation of carbon in agriculture lands and protection of forest ecosystems’ rich biodiversity.

The stated objectives can be ensured through provision of assistance for improvement and enforcement of the relevant policy and regulatory framework, strengthening forest fire early warning and monitoring systems, establishment of clear roles and responsibilities of corresponding national structures, and developing their technical capacity to execute their mandates. The project will provide for contemporary equipment, technologies, and other capacities to consolidate the efforts of respective stakeholders at regional and national levels.

The project will involve forest neighboring communities in all project activities as key stakeholder and steward for sustainable management of forest resources, including assistance in transfer and application of climate change mitigation innovative technological solutions, e.g. production of pellets and bricks; energy efficient stoves, involving them in agroforestry system through cooperation with technology accelerator, thus generating income, and jobs.

The project builds on a number of past and current UNDP activities in the area of sustainable management of natural resources and disaster risk reduction. The project foresees significant cooperation with the Russian Federation, both through technical and advisory support and in terms of technology transfer.

Duties and Responsibilities

Under the overall supervision of Sustainable Growth and Resilience Portfolio Analyst and direct supervision of the Project Technical Task Leader, the contractor will be responsible for the following:

  • Identification of main forest and wildfire monitoring, prevention and fighting related policies, strategies and legislations, scattered across different laws, by-laws, decrees and legislative documents and analysis of these to identify main gaps and inefficiencies.
  • Analysis of the efficiency of implementation and the level of enforcement of main forest and wildfire monitoring, prevention and fighting related policies, strategies and legislations, scattered across different laws, by-laws, decrees and legislative documents.
  • Analysis of existing coordination mechanisms related to wildfire management, development of protocols with clear decription of roles of stakeholders involved in wildfire management, their rights and responsibilities, respective management structures.
  • Training of forest area management bodies on designing of strategies of fire prevention, detection and suppression, planning of optimal use of fire-fighting resources, development of the maps including available water resources and roads for organization of the fire suppression activities, based on the knowledge of the spatial extent of the fuel biomass.
  • Development of fire safety rules in specially protected areas and in agricultural lands, support to introduction of these, organization of respective training package and delivery of trainings to respective stakeholders.
  • Participate in consultations, seminars and meetings organized by the project.
  • Perform other duties as required

Deliverables 

  1. Report on main gaps and inefficiencies of forest and wildfire monitoring, prevention and fighting related policies, strategies and legislations, scattered across different laws, by-laws, decrees and legislative documents.
  2. Developed protocols with clear decription of roles of stakeholders/institutions  involved in wildfire management, their rights and responsibilities, respective management structures, chain of commands and actions at different stages of the wildfire management.
  3. Training of forest area management bodies on:  designing of strategies of fire prevention, detection and suppression; planning of optimal use of fire-fighting resources, mapping of available water resources and roads; organization of the fire suppression activities, based on the knowledge of the spatial extent of the fuel biomass.
  4. Developed fire safety rules in (a) specially protected areas and (b) agricultural lands.
  5. Training course on fire safety rules in (a) specially protected areas and (b) agricultural lands, delivery of trainings to respective stakeholders.

Payment Conditions

Lump sum payments (including travel cost) will be applied in the following installments upon completion of the tasks under each output and approval of deliverables by UNDP CO:  

  • Deliverables 1 and 2 -  40 % of total amount,
  • Deliverables 3, 4 and 5 -  60 % of total amount.

Evaluation of outcomes is the responsibility of the UNDP Project Technical Task Leader.

UNDP reserves a right to terminate the contract at any phase if the requirements as per the TOR are not met.

Competencies

  • Good understanding of the wildfire management institutional framework in Armenia.
  • Proven knowledge of communication tools, ability to establish and maintain effective work relationships with people of different social and cultural backgrounds;
  • High sense of responsibility, ability to work under pressure;
  • Ability to express ideas clearly in both verbally and in writing;
  • Ability to work independently and to participate effectively in a team-based information sharing.
  • Strong interpersonal and communication skills;
  • Good computer skills (MS Office, Internet, e-mail);

Required Skills and Experience

Education:           

  • Advanced University degree in forestry, disaster risk management, geography or other relevant discipline;

Experience:                           

  • At least 5 years of work experience at national or international level in the relevant field;
  • Experience and good knowledge of the context of wildfire, disaster risk management, climate change risks in Armenia.
  • Experience in cooperation with local and international organizations;

Languages:              

  •  Fluency in Armenian and English, knowledge of Russian is an asset.

NDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points.

Financial Criteria - 30% of total evaluation - max. 30 points. 

Note:  The candidate is requested to provide lump sum price proposal for the task based on daily consultancy fee for his/her services.
