Introduction

This ToR defines the context and deliverables of a Project development process that is to be carried out in the framework of the project “Promoting of overall inclusion for children with disabilities in Armenia“, funded by Caritas Germany.

Within the framework of the project a Baseline survey will be conducted to identify gaps, issues and main challenges for the children with disabilities in kindergartens/ preschool educational institutions and in schools of Shirak region, and, based on the findings and the identified gaps, Armenian Caritas will define the scope of its future intervention.

About Armenian Caritas:  

The Armenian Caritas Benevolent Organization was established in May 1995. The establishment of Armenian Caritas in the North of Armenia, Shirak Region, Gyumri city was initiated by the Catholic Relief Services (CRS) and the Armenian Catholic Church to deliver direct assistance to the most vulnerable groups of the society. Armenian Caritas is a non-governmental organization registered in the RA Ministry of Justice.

The mission of Armenian Caritas is: “Serve different vulnerable groups with love and compassion, respecting the dignity of each individual”.

Armenian Caritas is a strong and significant role player in consolidation of social justice and social protection in the Republic of Armenia.

Armenian Caritas implements 50 projects in 4 regions of Armenia: Lori, Gegharkunik, Ararat, Shirak and Yerevan. Annually it reaches 150,000 people living in poverty. The new Strategic Plan of Armenian Caritas covers the period of 5 years from 2017 to 2021 and 7 Strategic Directions, some of which could represent the “raison d'être” for single organizations due to their expanded Goal. The scope of activities of Armenian Caritas is very wide, from social protection of three different groups of vulnerable population to developmental targets in migration and integration, disaster management and community mobilization and development.

Objectives of assignment

Based on the findings, lessons learned and recommendations of the base-line survey, it is anticipated to design a Project strategy which should be in line with the approach of the RA government towards inclusive education and with international conventions and norms (such as the UN convention on the rights of persons with disabilities; UN convention on the rights of the child).

Based on participatory methods, the following tasks are going to be completed:

  • Review of the findings and recommendations of the baseline survey;

  • Facilitate a project planning workshop to consult and identify priority areas for intervention. The workshop will rely on participatory methods, including brainstorming sessions.

  • Identify specific advocacy role of AC and its stakeholders on inclusive education issues in influencing the implementation of policies at the local and national level.

  • The consultant drafts together with involved staff a complete Strategic Action Plan, outlining target activities, allies, deliverables and indicators, as well as an implementation plan for the 3 years. The latter shall include the defined focus to reach the overall goal on education for all within a human rights based approach.

Methods and Tools

The assignment should include but not necessarily be limited to the following methods.

  • Desk review of the state policy and relevant documents
  • Desk review of the draft Baseline survey results
  • Facilitation of the Project Planning Workshop with Armenian Caritas staff and stakeholders
  • Design and development of the project Concept Note and the Strategy for 3 years.

Other methods and tools welcomed. They have to be specified in the inception report.

Key qualification, experience and skills

  • University degree in the relevant field;

  • Experience in facilitation of the Project Planning processes and Management

  • Extensive work experience and proven record in advocacy, policy, campaign, strategic management

  • Knowledge and understanding of disability issues in RA, practical experience on the implementation of inclusive concepts in schools would be an advantage

  • Demonstrate experience of having undertaken similar assignments

  • Good analytical and writing skills

  • Good communication and facilitation skills; fluent in English.

Duration of the assignment

The assignment is estimated to commence between February 26 and end by March 30.

Key deliverables/Outputs

  • A successful Concept Note is developed by March 12.

  • Full project proposal for 3 years is developed by March 30, outlining target activities, allies, deliverables and indicators.

Financial procedures  

The payment will be made as follows:

  • 1st instalment – 40% (after signing the agreement); and
  • Final instalment – 60% (after submission of final deliverables)
