About the Fellowship
Negotiation is vital to public policymaking in the U.S. Congress. In fact, legislative productivity is dependent on effective legislative negotiations, given the complexities of our system of separated branches with a bicameral legislature. In an effort to support scholarship in this area, the John W. Kluge Center at the Library of Congress invites qualified scholars to apply for a post-doctoral fellowship in the field of congressional policymaking, with a special focus on legislative negotiations.

Eligibility
Scholars who have received a terminal advanced degree within the past seven years in the humanities, social sciences, or in a professional field such as law are eligible. Applicants may be U.S. citizens or foreign nationals.

Eligibility
Scholars who have received a terminal advanced degree within the past seven years in the humanities, social sciences, or in a professional field such as law are eligible. Applicants may be U.S. citizens or foreign nationals.
Tenure & Stipend
Fellowships are for periods from four to six months at a stipend of $5,000 per month for residential research at the Library of Congress. Fellows may be given residence at any time during the 18-month window after the fellowship letter is received. The Library of Congress will pay stipends monthly by means of electronic transfer to a U.S. bank account. Transportation arrangements, housing, and health care insurance and costs are the responsibility of the fellow. The Library will provide Fellows with information on housing and can provide fellows with contacts for commercial providers of health care insurance. The Library is required to ensure that nonresident alien visitors maintain minimum levels of medical insurance, and will provide information about insurers that offer qualifying policies to nonresident aliens.
