Construction Works: Upgrading of the mechanical part for the Gavar mechanical wastewater treatment plant

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Environmental Protection of Lake Sevan (EU4Sevan) in Armenia. As part of this project GIZ intends to award a contract for Contraction works: Upgrading of the mechanical part for the Gavar mechanical wastewater treatment plant at Gavar, Gegharkunik Regional Administration, Armenia. The scope of work includes: supply, installation and commissioning of plant.

1)    The implementation of the civil works of the Unit, as follows:

a.    Upgrading of the mechanical part of the acting Gavar wastewater treatment plant for app. 15400 local population with the following parameters:

                                    i.    maximum wastewater flow Qmax=50l/sec,

                                   ii.     Mesh size w = 0.2 mm,

                                  iii.    Drum diameter D = 1600,

                                 iv.    Total width B = approx. 1700 mm,

                                  v.    Total height H = 2400 mm,

                                 vi.    Total length (without support) L = 3485 mm.

b.    Construction of a building, next to the acting Gavar WWTP, with the following parameters: regular rectangular shape, it is a one-story building (frontal part =10.0m, width = 8.0m, total height = 6.0m.)

2)    Harmonization of the construction site with the surrounding landscape upon completion of physical activity on the site.

3)    Providing the liability and handing over procedures with the relevant authorities in compliance with the national regulations.

4)    Putting the facility into operation.

5)    Providing the staff of the acting Gavar Wastewater Treatment Plant with the technical trainings on the upgraded Unit.

Tender procedure from invitation to tender until signing of contract is expected to take place between 21.11.2023 and 31.12.2023. Construction work is expected to be performed and completed approximately within 6 months (180 calendar days) from signing of contract and 12 months Defect Notifications Period.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1)    Official letter expressing interest

2)    Company details including full company name, full address, phone and email

3)    Copy of company registration certificate

4)    Copy of valid license in the public and industrial, and hydrotechnical, and energetic, and connection spheres issued by the relevant authorities in Armenia .

5)    Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, for the last three (3) years

6)    References of works of similar nature as specified  in the Excel file and below (performed within the last three (3) years)

7)    Total value of works of similar nature as specified in the Excel file and below (for the last three (3) years)

8)    Annual average turnover for the last three (3) years as specified in the Excel file and below

9)    Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same

A Bidder could be any combination of entities in the form of a joint venture (JV) or consortium under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent.

All members of JV or consortium together should meet specified criteria. Maximum number of members in the JV or consortium shall be two (2).

Number of employees (point 5 above):

1.    Team Leader, Architect/Constructor, Construction Manager, 10 years’ specific experience,

2.    Architect/Construction Civil Engineer, 10 years’ specific experience,

3.    Construction and installation manager/foreman, 5 years’ specific experience,

4.    Specialist(s) in water supply and sanitation, 5 years’ specific experience,

5.    Specialist in electricity, electrotechnics and weak currents, 5 years’ specific experience,

6.    Specialist(s) in heating, cooling, and ventilation, 5 years’ specific experience,

7.    Specialist(s) in gas supply, 5 years’ specific experience,

8.    Geodesist, cartograph, 5 years’ specific experience,

9.    Environmental, health and occupational safety specialist, 3 years’ specific experience,    

10.  Automatic control system specialist, 3 years’ specific experience.

Similar experience (point 6 and 7 above):

The Tenderer shall demonstrate that it has successful experience as a stand-alone general contractor (and/or JV member, and/or Consortium member) in the execution of at least two (2) projects (contracts) with a value of at least EUR300,000 each of a nature and complexity comparable to the proposed contract within the last three (3) years.

In addition, the following specific experience related to the nature and complexity: Two reference projects in Water and sanitation infrastructure, Power and Energy Infrastructure 

Annual average total turnover (point 8 above): Minimum average annual turnover of EUR 1,200,000.00 (one million two hundred thousand), calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.

Equipment (point 9 above):

ü  Bulldozer, 1 piece

ü  Backhoe excavator with hydraulic hammer, 1 piece

ü  Crane (with at least 16m arrow flight and 6t load capacity), 2 pieces

ü  Dump truck with a load capacity of 10 tons, 2 pieces

ü  Bucket loader, 1 piece,

ü  Concrete pump, 1 piece,

ü  Portable generator with internal combustion engine, 2 pieces

The information and documents specified above shall be submitted to GIZ in hard copy in a sealed envelope on 01.12.2023 [date] by 12:00 (local time) at the latest to the following address:

1.    Grid for assessing the eligibility of construction companies 

Technical eligibility (see Section A. II. of the assessment grid for the eligibility of tenderers) 

Evidence of technical eligibility is to be provided on the basis of the criteria specified in the assessment grid [see the grid for assessing the suitability of candidates in all procedures, A. II. Assessment of technical suitability (Minimum criteria)].

Only references with the required minimum commission value in the amount of EUR300,000 will be assessed.

Only references that have started and/or finished in the last three years will be assessed. If a reference fulfils both the criteria for the technical field and for the region/country, it will be used to assess both criteria.

Tenderers that fail to meet the specified criteria will be classed as technically ineligible and excluded from the remaining tender process.

Technical assessment – weighted criteria (see Section B of the assessment grid for the eligibility of tenderers)

A technical ranking on the basis of the assessment criteria listed below will be used to obtain the named number of 5 tenderers that will be requested to submit a tender. This will be applied in cases where more than 5 requests to participate that meet the above minimum requirements for tenderer eligibility have been received.

Only references that have the required minimum commission value of EUR300,000 will be assessed.

Only references that have started and/or finished in the last three years will be assessed. If a reference project satisfies both the minimum criteria and the weighted criteria, it will be counted for both assessments.
