On the occasion of 25 years of UNHCR operating in the RA, the office would like to outsource the preparation of a research outlining the history of the development of the asylum system of the Republic of Armenia.

The research shall provide an overview of a two and a half decades of efforts of the Government of Armenia to protect and integrate refugees and other displaced persons and to contribute to international burden sharing.  More specifically, it should allow a stock taking which shall inform and serve as a baseline data for the new Government with a view to preserve achievements made in historic perspective while at the same time contribute to the identification of future avenues serving the further development of the Armenian asylum system. Given the intended practical, not purely academic use of the research product, the researcher should also look at the practical challenges faced in implementing Armenian asylum legislation.

Such research should address, but must not necessarily be confined to the following issues:

  • Historic background: the concept of asylum in the history of the Armenian nation.

  • Influx data and displacement trends since independence of Republic of Armenia

  • Asylum as an integral part of Armenia’s migration strategy

  • International obligations undertaken by the Republic of Armenia governing the treatment of Refugees and Asylum seekers

  • Asylum in the Constitution of the modern Republic of Armenia

  • Development of national asylum legislation (former legislation and bi-laws)

  • Establishment, capacitation and development of authorities in charge of  asylum matters

  • Analysis of asylum practice in the country

  • The increasing role of courts and judicial engagement (key precedents)

  • Reception capacities and remaining gaps

  • Integration challenges (strategic approaches and practical measures)

  • International cooperation and the role of UNHCR

  • Future avenues and recommendations

The selected service provider should meet with UNHCR regularly and systematically, bi-weekly, during the consultancy period which should not last longer than 30 September 2018. An interim report should be provided to UNHCR demonstrating progress of the research and consulting on issues that she/he comes up during the research.  

The service provider is expected to present an initial detailed outline of the research and the list of suggested annexes within one month after the signing of the contract and to present an initial draft of the research within three months of the signing of the contract. Following feedback from UNHCR the research should be finalized not later than an additional month.

The research is to be prepared in Armenian language for subsequent translation also into English language whereas the author of the research is also expected to proofread and review the translated version as part of the contract obligations.

Qualification and Experience of the Service Provider(s): (degree required, years of experience, field of expertise, language required):

    1. University Degree.

    2. At least 10 years of experience in the field of migration and asylum

    3. Proven research skills,

    4. Sound professional Armenian and English language skills and

    5. Ideally practical experience in working on migration and asylum issues.

  • ideas and tools on their approaches to the research process

  • the cost proposal of the final product

  • any other information and documentation which shall allow UNHCR to assess the competencies of the researcher

Your quotation must be valid as least for [30] days. The standard payment terms of UNHCR is net 30 days upon satisfactory delivery of goods or services and acceptance thereof by UNHCR.

Please find attached in [ANNEX B] the UNHCR’s General Conditions of Contracts for the Provision of [Goods and/or Services-2010]. You must clearly indicate in your quotation if you accept them.
