IREX is seeking applicants for the Support to the National Assembly Program which will focus on building capacity of selected committees and their operations, including skills and knowledge of MPs serving on committees, rules and procedures of select committees, legislative analysis and review by staff and members, and outreach to citizens and civil society. This program’s 4 main objectives are:
- Representation of citizens’ interests by selected committees increased.
- Oversight of the executive branch by selected committees improved.
- Analytical capacity of selected committees improved.
- Rules and procedures governing selected committees made clearer and institutional capacity increased.
Positions
- Objective 1 DCOP/Team Leader (Representation of citizens’ interests by selected committees increased)
The candidate should be an expert with domestic and international experience in building capacity for organizational outreach, particularly for legislatures as institutions, their members, and staff. S/he should be thoroughly familiar with how constituency relations improve political positions, which mechanisms for outreach or for facilitation citizen input that have been successful in other developing legislatures, how legislators organize and use the information they gather from stakeholders, how they demonstrate the actions taken on behalf of stakeholders, and representation and constituent relations strengthen build the capacity of committees and benefit their members.
Objective 2 Team Leader (Oversight of the executive branch by selected committees improved)
The candidate should be an expert in developing the skills, resources, and tools of committees to access information on government budget, financial and programmatic performance. S/he should have a thorough understanding of the powers vested in the National Assembly can be used to compel the Executive Branch to testify before a committee, provide requested information, research impact of budget decisions and government programs, and publicize information. S/he should also understand the importance of coalition-building and alliances for achieving changes within the Executive Branch.
Objective 3 Team Leader (Analytical capacity of selected committees improved)
The candidate for this position will be an expert with experience in developing systems, skills, and knowledge to analyze legislation and draft bills or amendments. S/he will have a strong background in law, political science or related fields. A thorough understanding of Armenian law, and the process by which legislation is developed, both in Armenia and other transition countries is required.
Objective 4 Team Leader (Rules and procedures governing selected committees made clearer and institutional capacity increased)
The candidate should be a legal expert with extensive experience in organizational development, with an emphasis on legislative rules and procedures, particularly at the legislative committee level. S/he should have experience with expanding pilot processes, rules, and procedures at the committee (office or department) level to the overall institution.
