Lithuanian State Full-time Master Degree Scholarships

Ministry of Education and Science of the Republic of Lithuania takes pleasure in offering Lithuanian state scholarships for full-time Master degree studies for nationals of Republic of Belarus, Republic of Georgia, Republic of Moldova, Republic of Ukraine, Republic of Armenia, Republic of Azerbaijan, Republic of Kazakhstan, Republic of Uzbekistan and People's Republic of China as well as foreigners of Lithuanian origin to study in Lithuanian higher education institutions:

  1. A monthly scholarship and benefit to cover the study price is offered for the nationals of Republic of Ukraine (40 grants altogether).Priority will be given to graduates of higher education institutions in Lugansk and Doneck regions listed here;
  2. A monthly scholarship and benefit to cover the study price is offered for the nationals of Republic of Belarus, Republic of Georgia, Republic of Moldova, and foreign citizens of Lithuanian origin (15 grants altogether);
  3. A monthly scholarship is offered for the nationals of Republic of Armenia, Republic of Azerbaijan, Republic of Kazakhstan, Republic of Uzbekistan and People's Republic of China (12 grants altogether).

Eligibility requirements

  1. Candidate must be a national of one of the following countries: Republic of Belarus, Republic of Georgia, Republic of Moldova, Republic of Ukraine, Republic of Armenia, Republic of Azerbaijan, Republic of Kazakhstan, Republic of Uzbekistan and People's Republic of China or a foreigner of Lithuanian origin (other than citizens of the European Union member states, European Economic Area member states, and post-soviet area countries not belonging to the European Union);
  2. Candidate must be a graduate of a first-cycle (Bachelor degree) studies;
  3. Candidate must have an official letter of acceptance for full-time Master degree studies from one of the Lithuanian higher education institutions.

Financial conditions

  1. All approved candidates will receive a monthly scholarship of 380 Euros for the whole duration of the studies;
  2. Benefit to cover the study price will be offered only for the nationals from Republic of Belarus, Republic of Georgia, Republic of Moldova, Republic of Ukraine, and foreign citizens of the Lithuanian origin.

 

Benefit to cover the study price (the tuition fee) is equal to the standard price of studies, when the study price established by a higher education institution exceeds the standard study price, or equal to the study price payable for the studies, when the study price established by the higher education institution does not exceed the standard study price. When the study price established by a higher education institution exceeds the standard study price, a foreigner having received a benefit has the duty to cover the difference between the study price established by the higher education institution and the standard study price. Scholarships are paid throughout the study period (including periods of holidays), by transferring money on a monthly basis to a foreigner's personal bank account held in Lithuania. Benefits are transferred into the bank account of a Lithuanian higher education institution, in which the foreigner in question studies, twice per year (by 1 November for autumn semester and by 1 April for spring semester).

Required documents

  1. a copy of the identity document;
  2. the following copies certified by the procedure established by the laws:
    1. a document certifying completed education of a higher education institution or adequate education (diploma and enclosure therefore) and its translation into Lithuanian, English or Russian. If a foreigner completed the first-cycle studies, but no certificate (diploma and enclosure thereto) was issued to him/her, he/she can submit a certificate of a higher education institution based in a foreign country, which must specify the study programme completed, courses or modules passed, their credits and assessments, assessment of the final examination or theme of the final project and its assessment, and its translation into Lithuanian, English or Russian;
    2. a document certifying the level of the study language command:
      1. if the study language is English, a student has to provide a copy of the document issued by a competent institution, certifying the minimum B2 level of English language command according to the Common European Framework of Reference for Languages, or a copy of TOEFL IBT certificate (minimum assessment is 87 points), a copy of TOEFL Paper certificate (minimum assessment is 484 points), or a copy of IELTS certificate (minimum assessment is 5 points);
      2. if the study language is Russian, a student has to provide a copy of the document issued by a competent institution, certifying the minimum B2 level of Russian language command according to the Common European Framework of Reference for Languages;
      3. if the study language is Lithuanian a student has to provide - a copy of the document issued by a competent institution, certifying the minimum B2 level of Lithuanian language command according to the Common European Framework of Reference for Languages;
  3. documents certifying achievements in research (artistic) activities:
    1. published research articles and their translations into Lithuanian,  English or Russian;
    2. certificates on speeches delivered at scientific conferences and their translations into Lithuanian, English or Russian;
    3. artistic activity folder, if a foreigner will study in the field of art, in Lithuanian, English or Russian;
  4. motivational letter in Lithuanian, English or Russian;
  5. recommendation (recommendations) in Lithuanian, English or Russian;
  6. a copy of the confirmation issued by a Lithuanian higher education institution that the foreigner was admitted or is studying in the second-cycle full-time study programme, with indication of the foreigner's name, surname, study programme, which the foreigner studies, and state code, foreigner's study period;
  7. contact details - address in the country of origin, e-mail address, phone number, Skype username.

 

Application procedure

Applications must be submitted to the Ministry of Education and Science of the Republic of Lithuania in person, by mail or by diplomatic representation of the Republic of Lithuania in a foreign country. The commission formed by the Minister of Education and Science (hereinafter referred to as the Commission) will examine the applications received before 15 July 2015.

Diplomatic representations of the Republic of Lithuania in foreign countries accept applications until:

In Georgia – to be confirmed;

In Belarus – to be confirmed;

In Armenia – to be confirmed;

In China – to be confirmed;

In Kazakhstan – to be confirmed;

In Uzbekistan – to be confirmed;

In Ukraine – to be confirmed;

In Azerbaijan – to be confirmed;

In Moldova – to be confirmed. 

Selection of the candidates

Persons applying for the support can be invited for an interview to be held at a location announced in advance or online by the use of electronic communication means.

Decision on support granting to specific persons will be made based on the academic achievements, level of study language command, and research (artistic) activity achievement of a foreigner. When making the decision, the person's motivation to study in Lithuania and submitted recommendations are also taken into consideration.

 
Applicants' applications will be examined and suggested to the Minister of Education and Science for approval by the Commission. Persons who applied for support will be informed about the decision of the Minister of Education and Science on granting or refusal of support for the second-cycle studies at Lithuanian higher education institutions via e-mail.

Having considered the Commission's suggestions, a reserve list of support beneficiaries will be drawn, foreigners included into which would be offered scholarship, provided a foreigner from the approved list of support beneficiaries refused the support granted. In such event, the beginning and terms and conditions of scholarship payment will be established by making amendment to the approved list of support beneficiaries. Scholarship would be paid until completion of the foreigner's studies. Foreigners included into the reserve list of support beneficiaries will be notified about such decision by e-mail.
