Background

The project objective is to enable Armenia to prepare its Forth National Communication (4NC) under decision 17/CP7 and the Second Biennial Update Report (2BUR) under decision 2/CP17 of the United Nations Framework Convention on Climate Change. The 2BUR and 4NC will build upon previous studies, self-assessment exercises and will be based on the UNFCCC Guidelines. It will enable Armenia to present the updated information on Convention implementation in a consistent, transparent and comparable manner. The project is coordinated by the Ministry of Nature Protection under the guidance of Inter-Agency Climate Change Council (IACCC). The Project components include: production of the Second Biennial Report and Fourth National Communication of Armenia under UNFCCC. The preparation of the 2BUR and 4NC is expected to enhance national capacity, contribute to general public awareness and knowledge building, and mainstream climate change consideration into national sustainable development process of Armenia. The project will also strengthen the cooperation between Armenia and other Parties to the Convention in achieving the ultimate objective of the UNFCCC.

The objective of this assignment is to conduct analytical work on Armenia’s tourism sector vulnerability assessment and adaptation measures based on the relevant technical guidelines and prepare respective report to contribute to reporting within the frames of the 4NC under Chapter “Climate Change Impacts:

Duties and Responsibilities

The Expert will work under overall supervision of the UNDP Climate Programme Coordinator and direct supervision of the Team Leader as well as collaborate with the V&A team including national and international consultants.

  • The Expert will perform the following tasks aimed at vulnerability assessment of Armenia’s tourism sector over the period of 2012-2018:
  • Assess methods and models of the tourism sector vulnerability assessment applied in National Communications on Climate Change of the countries with similar climatic conditions, landscape and share/importance of tourism sector in economic development with the focus of their potential application and juxtaposition for assessment of Armenia’s tourism sector;
  • Collect available data on external and domestic tourism trends in Armenia and analyze general vulnerability of summer and winter tourism to climate conditions (heat waves, seasonal temperature shifts, precipitations/snow cover, impact of weather on roads, etc.); assess vulnerability of main tourist destinations: Sevan, Tskakhadzor, Jermuk, Dilijan etc.;   
  • Collect data on main ski resorts’ snow covers seasonal shifts and analyze impact on tourism trends;
  • Analyze climate change impact on ecotourism, as well as impact of tourism on existing risks for ecosystems;
  • Assess the barriers and gaps related to data collection for vulnerability assessment and appropriate adaptation planning in regard to the tourism sector;
  • Analyze the policies and measures in regard to tourism sector in Armenia and assess their effectiveness from standpoint of climate change;
  • Develop recommendations for tour agencies to consider and mitigate risks for tourism sector related to current and forecasted climate change in their planning process as well awareness rising of tour guides (shift within season, measures to increasing attractiveness of the resorts, etc.);
  • Develop the report and the corresponding subchapter of the V&A chapter of the 4th National Communication. Ensure integration of stakeholders` comments and recommendations into the final report.
  • Participate in the relevant training(s) aimed at improvement of data collection and analysis for vulnerability and adaptation assessment and collaborate with International Consultant on Climate Change Adaptation.   
  • Expert will have indirect responsibility to attend periodic team meetings and workshops.


Key Outputs/Deliverables

The Expert will follow the Project time table providing progress of the technical component and report:

  1. Report of tourism sector vulnerability assessment in Armenia in relation to the climate change (in English). Deadline for submission-15 Nov 2018 

Report shall be provided in in printed and electronic versions. The charts, maps and graphs shall be provided in editable format(s). 

Payment 

The payment will be processed upon completion of the tasks under each output and confirmation of UNDP CO delivery of the contract obligations in a satisfactory manner. Evaluation of the outputs is the responsibility of the CC Programme Coordinator.

The Payment will be released in the following installment:

  • Based on successful completion of the tasks described in Deliverable 1.

UNDP reserves a right to terminate the contract at any phase if the requirements as per the TOR are not met.

  • Good knowledge of tourism sector in Armenia, including ecotourism
  • Good analytical, reporting and and writing skills;
  • Ability to work independently and ability to interact productively in a team;

  • Timely delivery of good-quality products;
  • Excellent communication skills, result and client oriented

Required Skills and Experience

Academic Qualification: 

  • Advanced university degree in tourism, environment or other relevant disciplines

Experience: 

  • At least 5 years of professional experience in Armenia’s tourism sector, including ecotourism;
  • Experience in cooperation with local and international organizations in the tourism sector;
  • Experience in /good knowledge of the context of climate change related issues in Armenia.

Language Skills:

  •  Excellent writing and oral communication skills in English and Armenian; knowledge of Russian is an asset. 

NDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points.

Financial Criteria - 30% of total evaluation - max. 30 points. 

Technical Criteria

  • Criteria A:  At least 5 years of professional experience in Armenia’s tourism sector, including ecotourism - max 30 points
  • Criteria B:  Experience in /good knowledge of the context of climate change related issues in Armenia - max 20 points
  • Criteria C:  Experience in cooperation with local and international organizations in the tourism sector - max 15 points
  • Criteria D:  Language skills -max 5 points

Note:  The candidate is requested to provide lump sum price proposal for the task based on daily consultancy fee for his/her services.
