Outline proposals are invited for a new funding opportunity as part of the Science for Humanitarian Emergencies & Resilience (SHEAR) research programme, funded by the Department for International Development (DFID) and NERC.

SHEAR is a five year international, interdisciplinary programme which aims to support improved disaster resilience and humanitarian response by advancing monitoring, assessment and prediction of natural hazards and risks across Sub-Saharan Africa and South Asia, and through working with users, bring this into use in reducing the impacts of disasters.

This call is for Research Consortium Grant outline proposals, which will provide an opportunity for the world's best researchers to undertake large-scale, complex and interdisciplinary end-to-end research addressing one of the two main themes of SHEAR:

  • World-leading research into hydrological controls on landslide hazard in South Asia as part of multi-hazard risk assessment and building towards early warning systems.

  • Flood and drought risk assessment, modelling and forecasting in Sub-Saharan Africa; including better understanding the multifaceted and complex drivers of risk and building toward more risk-based monitoring and warning systems.

Proposals are invited for funding of up to £2m full economic cost (FEC) per consortium. This call has a total available budget of £8m. Proposals will be funded for a maximum duration of four years with an expected start date of May 2016.

Applicants are expected to submit proposals that address each of the three main components of SHEAR (main theme, crossing-cutting theme and pilot study) and to identify these clearly. This is a global open call that welcomes international applicants, particularly those based in sub-Saharan Africa and Asia. Please see the Announcement of Opportunity for full eligibility criteria.

Submission of an outline proposal is mandatory in order to participate in the funding round at the full proposal stage. All outline proposals will be assessed by an assessment panel and successful applicants will be notified in September 2015 that they are able to proceed to the full proposal stage.

Applicants who are successful at the outline proposal stage, and thus invited to submit a full proposal, will be invited to a virtual workshop. At least one representative from each successful outline proposal will be expected to attend.

The closing date for outline proposals is 16:00 UK local time (GMT+1) on Tuesday 1 September 2015. Outline proposal forms must be submitted as an email to the SHEAR Secretariat at shear@nerc.ac.uk.
