Background

UN Women in collaboration with International Labour Organization (ILO) introduced a methodology of Participatory Gender Audit (PGA) to Georgia in November 2012. The PGA methodology has been elaborated by ILO in the beginning of the 2000s. According to the ILO definition:
 
“…the ILO Participatory Gender Audit is a tool that supports an organization’s commitment to gender equality by examining the extent to which equality is being institutionalized; helping to identify good practices in technical work; and pointing to effective and efficient ways of moving forward in mainstreaming gender in all work activities.”
 
The ILO PGA methodology was shared with partners in Georgia through a training of Facilitators of Participatory Gender Audit, establishing a pool of national experts from civil society and government with relevant skills and capacities back in 2012. As the content of the training as well as the certification process for the Audit Facilitators has been updated by the ILO, UN Women, in partnership with ILO and its training center in Turin plans to renew the pool of Participatory Gender Audit Facilitators. The ILO participatory gender auditing (PGA) certification will enable participants to learn and apply audit tools in the work context. It will ensure high quality standards for facilitators implementing the Participatory Gender Audit of the ILO and will provide guarantees to organizations undergoing a PGA that the certified PGA facilitators are meeting or exceeding the set quality standards.  
 
The certification will further provide the facilitators with a specific set of know-what and know-how competences, such as: applying a gender perspective to analytical work; detecting and mapping discrimination at work; identifying strategies for advocacy and capacity-building in promoting inclusive workplaces; improving communication competence and organizational capacity to form a coordinated Gender Audit team; analyzing accountability, evaluation and monitoring systems and instruments in place for gender equality and change management; identifying new challenges and possible improvements. 
These competencies will be tested during the training in Turin. Successful participants will become certified facilitators accredited to conduct PGAs in various types of organizations such as United Nations agencies, private, public institutions and NGOs.
Certified facilitators will be part of a roster which will be used by UN Women and other organizations in Georgia and Armenia. 
Candidates to the certification process will have to attend a learning phase which include three mandatory elements:
1 - On-line learning phase (home-based)
2 - A Residential Face to Face Training of Facilitators (in ILO Training Centre in Turin)
3 - Examinations (intermediate + final)
 
1 - On-line learning phase will cover the following content:
(1) reviewing the gender audit process and preparation for the face to face learning; 
(2) basic concepts and principles of gender audits and assessments; 
(3) change management;
(4) collaborative work in groups; 
(5) working at a distance on a specific exercise to be implemented during the residential knowledge-sharing activity.
The on-line module will be assessed by tutors through network forum discussion and a short end-of-module assignment. Only those participants will have successfully completed the on-line phase will be invited to the residential training.
 
2 - Residential Training of Facilitators (ToF)
The residential ToF will be based on the ILO PGA Manual. It will as well:
(1) revisit the “organization” to reflect team building approaches and principles;
(2) integrate competence-based approach and knowledge sharing approach; 
(3) integrate basic quantitative and qualitative methods for data collection (on-line surveys); 
(4) include elements of report writing.
 
3 - Examination / Testing Competences
At the end of the residential ToF, participants will undertake a two-fold examination:
• A written test including a multiple-choice exam and a scenario analysis;
• Practical exercise and simulations.
The examination will be based on specific performance criteria provided to participants at the beginning of the workshop.
Certified facilitators are expected to put their new skills to work within two years of the date of certification. This is key to ensuring that certified facilitators keep and develop their own competencies over the years. Details on the certification maintenance will be made available to the selected candidates.

With this call, UN Women is conducting pre-selection of the above-mentioned PGA Facilitators’ training participants in Georgia and Armenia. UN Women will cover the tuition and travel costs of the selected candidates with the condition of deducting these costs from the services rendered by the trainees once they become the PGA Facilitators if recruited by UN Women for the purposes of carrying out the PGA in the two countries. 

Description of Responsibilities: 

The duties and responsibilities of selected participants of the PGA Facilitators’ Training are:

To diligently participate in all elements – on-line as well as face to face training of the course;

To prepare and take mid-term and final exam required for the certification process and successful completion of the course;

To submit the copy of the PGA Facilitator Certificate upon the completion of the course;

To deduct the tuition and travel costs from the fee of consultancy if selected by UN Women to conduct gender audits in Armenia and Georgia in the coming 12 months after the training;

Qualifications:

Education: 

Master’s degree in social sciences, human rights, gender or development studies;

Experience and skills: 

Professional work experience in the field of gender equality and women’s rights;

Good writing skills with demonstrated ability to collect and analyze data 

Language:

Fluency in English as well as Georgian (only for the citizens of Georgia) and Armenian (only for the citizens of Armenia)
