JOB DESCRIPTION: organize and oversee works of the Bank Administrative and Economic Service (AE Service), ensure execution of the decisions, orders and instructions falling under the scope of AE Service activities, ensure compliance with the disciplinary rules by the personnel of AE Service; coordinate interaction of the AE Service with the other units of the Bank

DUTIES AND RESPONSIBILITIES

  • Oversee procurement and cost management processes at the Bank; develop short-term and long-term procurement strategies
  • Organize tenders/competitions, assess received bids, negotiate with and select vendors
  • Develop an annual procurement plan, participate in the annual budgeting process
  • Conduct analysis to spot the areas where the costs may be optimized; elaborate, manage and improve process regulations
  • Develop contracts and carry on negotiations Control outstanding obligations under the effective contracts, manage and supervise the contractual process
  • Oversee and coordinate document flows related to the procurement processes
  • Develop internal regulations related to the department, design and implement systems aimed at process automation
  • Manage administrative processes, oversee maintenance and repair activities
  • Oversee logistics, customs clearing and supply processes
  • Prepare and submit financial reports
  • Manage and oversee processes aimed at maintenance of infrastructural chain, service and ensuring business continuity
  • Manage the Bank's vehicle fleet, control fuel expenditure, conduct analysis
  • Manage and coordinate the warehouse, supply and stock-taking process; oversee fixed assets and inventories flow
  • Organize and implement auctions for the property sale purposes
  • Participate in, coordinate and oversee organization of corporate and entertainment events

MAIN REQUIREMENTS

  • University degree
  • At least 3-5 years of relevant work experience
  • Knowledge of and background in organization and analysis of procurement/tenders and auctions (at least 2 years) 
  • Warehouse management knowledge and skills (at least 2 years)
  • Management and large team leadership experience (at least 2 years)
  • Experience in government relations
  • Time management and multiple projects managing skills
  • Negotiation skills
  • Exactingness, high sense of responsibility
  • Analytical thinking; financial, budgeting, financial planning and budget management skills
  • Decision-making and problem solving skills
  • Knowledge of the relevant laws and regulations
  • Stress resistance
  • High proficiency in MS Office, including Excel
  • Excellent command of Armenian, English and Russian languages

REMUNERATION: ranging from AMD 300,000 to 3,000,000, according to the O grade of the Bank remuneration scheme.
