Priority of the actions:
- to contribute to citizens' understanding of the Union, its history and diversity;
- to foster European citizenship;
- to promote civic participation at European and local level;
- to support and empower civil society, in order to make them be a stronger voice in front of decision makers;
- to activate civic initiatives, citizen participation and volunteering;
- to support decentralisation and development of capacities and awareness of local and regional authorities;

- to foster cooperation between local authorities and civil society and multilevel governance;
- to protect and involve different target groups, focusing on underrepresented groups such as minorities, migrants, asylum seekers and third-nationals – promoting thus social inclusion and integration through civic participation;
- to promote solidarity, also through implementing innovative actions (i.e. sharing economy).
Eligibility criteria
- The applicants are local authorities or civil society organizations.
- The events can be conferences or debates, seminars, training course, campaigns and other visibility elements.
- The events must take place in Finland, Sweden, Norway, Denmark, Austria, the Netherlands, Hungary, Portugal, Czech Republic, Slovakia, Estonia, Lithuania, Latvia, Germany, Cyprus, Luxembourg, UK, Ireland, Iceland. The list is exclusive and no other countries are considered eligible. The eligibility criteria are related to the applicant’s country.
- The event should preferably address partnerships between civil society and local authorities.
- The applicants, should the proposal be granted, will apply for ALDA’s membership no later than November 2016.
Support criteria
ALDA will support the implementation of the selected action by partnering with the applicant. Financial support will also be provided as below:
- When ALDA supports the event with 1000 Euros, the applicant will present a minimum of 3000 Euros as co-funding (Total 4000 Euros per event).
- When ALDA supports the event with 2000 Euros, the applicant will present minimum 5000 Euros as co-funding (Total 7000 Euros per event).
- When ALDA supports the event with 3000 Euros, the applicant will present minimum 10.000 Euros as co-funding (Total 13.000 Euros per event).
- The amounts above are indicative and different amounts might be requested.
Selection criteria
- Consistency with the objectives of the programme – the proposed activities and expected outcomes should contribute to the achievement of the objectives of the programme;
- Quality of the action plan of the application – priority is given to projects which gather different types of organisations (local authorities, NGOs, research institutes, etc.) or developing different types of activities (research, non-formal education, public debates, exhibitions, etc.) or involving citizens coming from different target groups;
- Dissemination – priority will be given to applications providing a coherent dissemination plan able to give visibility to Europe for Citizens’ and ALDA’s logo via the use of different communication channels;
- Impact – priority will be given to actions partnering with and/or involving several orgnaisations/local authorities and able to involve citizens from underrepresented groups or with less opportunities;
- Financial capacity – priority is given to applications presenting higher level of cofounding.
- Eligible timeframe: Eligible activities must be implemented from 1st September to 31st December 2016.

Visibility requirements: All visibility materials and documents produced by the activity must display the logo of ALDA and of the Europe for Citizens programme.
Reporting: The selected applicants must submit a narrative and financial report by 30 January 2017.

In order to apply for this call, please submit your proposal by filling in the dedicated templates (Annex 1 – Project proposal; Annex 2 – Budget Proposal) and send it via email to Aldo Xhani, Coordinator of the Citizenship Programme with the subject "ALDA Partnership programme_Name of the country of the application".
